Customs-Trade Partnership Against Terrorism
(C-TPAT)
In order to develop, enhance, and maintain
effective security processes throughout the global supply chain,
U.S. Customs continues to accept applications in various international
supply chain categories. Requirements for FAST (Free And Secure
Trade), a joint border initiative between the United States
and Canada, and C-TPAT programs are outlined.

Container Security Initiative
In Jan. 2002, U.S. Customs launched the
Container Security Initiative (CSI) to
prevent global containerized cargo from
being exploited by terrorists. The initiative
is designed to enhance security of the
sea cargo container -- a vital link in
global trade. Some 200 million sea cargo
containers move annually among the world's
top seaports, and nearly 50 percent of
the value of all U.S. imports arrive via
sea containers.
24-Hour Rule
Effective December 2, 2002, carriers and/or
automated NVOCCs must submit a cargo declaration
24 hours before cargo is laden aboard the
vessel at a foreign port.

America
An integral part of U.S. Customs Service
export control strategy, which depends
upon the cooperation of the U.S. manufacturing
and exporting community.
The Automated Manifest System (AMS)
is
a multi-modular cargo inventory control
and release notification system for sea,
air, and rail carriers. AMS speeds the
flow of cargo and entry processing and
provides participants with electronic authorization
to move cargo prior to arrival. AMS facilitates
the intermodal movement and delivery of
cargo by rail and trucks through the In-bond
system.
