Urgent Notice of Change in Rail Procedures


Please note that Dockeffective immediately -
all containers arriving via nationwide rail systems - the following changes are in effect:

Storage Free Time is the amount of time equipment can remain at the rail facility without incurring demurrage/storage charges.

Free time is calculated as the arrival date at the end rail destination. Standard free time is between 24 and 48 hours. *Please note that Saturdays and Sundays will be counted for the calculation of free time. For example, if a container is notified on Friday, it becomes possible that the last free day could fall on Saturday or Sunday - depending on the hour of arrival.

As determined by the rail, demurrage/storage fees will now be a flat rate of $150-$225 per day, past the last free day.

IFF will not assume liability of extra demurrage/storage charges accrued that are results of this new procedure taking place.

To show that we will not price gouge or profit from demurrage/storage charges, IFF will always provide sufficient back-up displaying the charges outlaid.

The industry is changing and IFF wants to keep our customers educated on these new requirements. Free time has been drastically cut from 3-5 days at the railroad to 24-48 hours. These changes are due to congestion at the rail yards and tighter Homeland Security measures. We feel this is an extreme change by both the steamship lines and the railroad. Nevertheless, these are new procedures beyond our control. Unfortunately, IFF is not in the position to absorb any of these additional costs and therefore are forced to pass these costs on to our clients in the event they occur.

How can my company help to avoid demurrage/storage costs?

It is important to have all invoices, packing lists, and bills of lading delivered to IFF prior to the arrival of your shipment. Alone, this will NOT avoid demurrage completely, but it is one of the first steps to limit the possible extra expense.

GSP Program Extended Thru 2008


Legalization authorizing the Generalization System of Preferences (GSP) Program has been extended thru December 31, 2008.

The GSP program provides duty-free treatment for 3,400 products from 133 designated beneficiary developing countries and territories. Least-developed beneficiary developing countries (accounting for 42 of the 133 GSP beneficiaries) can export an additional 1,400 articles to the United States duty-free under GSP.

While reauthorizing the program for all current beneficiaries, the recently signed legislation includes new statutory thresholds to identify products that have reached a level of competitiveness suggesting that they no longer warrant duty-free benefits

US Customs New Import Requirements


CustomsCustoms and Border Protection is responding to the US SAFE Port Act requiring the collection of more detailed information on international supply chains to better support the US risk targeting process.

Customs and Border Protection intends to implement rules requiring importers to provide additional data to identify high-risk shipments by the end of the summer. The result has been a data set we call "10+2." This is shorthand for 10 additional information elements and two reports used routinely to track containers
