Section 232 Tariffs on Medium- & Heavy-Duty Vehicles, Parts, and Buses

On October 17, 2025, the Trump Administration issued a Presidential Proclamation imposing new Section 232 duties on imports of medium- and heavy-duty vehicles, their parts, and buses. The additional tariffs are applicable to goods entered for consumption or withdrawn from a warehouse for consumption on or after 12:01 AM EST on November 1, 2025.

 

The affected U.S. HTS classifications are listed in the Annex to the Proclamation.

 

25% Tariff – Medium- & Heavy-Duty Trucks and Key Parts

A 25% duty will apply to imported medium- and heavy-duty trucks (Class 3 through Class 8), including large pickup trucks, box trucks, cargo trucks, dump trucks, and tractor units for semi-trailers.

  • For USMCA-eligible vehicles, the 25% rate will apply only to the non-U.S. content in the vehicle.

  • A 25% tariff will also apply to certain key parts identified in the Annex.

  • USMCA-compliant parts will not be subject to the 25% until the U.S. Commerce Department establishes a valuation process to apply duties strictly to their non-U.S. content.

  • Medium- & Heavy-Duty knock-down kits or equivalent parts compilations are still subject to the additional duties regardless of USMCA preferential treatment qualification and are not eligible for an offset program.

 

10% Tariff – Buses and other vehicles classified in HTS heading 8702

A 10% duty will be imposed on imported buses, including school buses, transit buses, and motor coaches.

 

Offset Programs

As in the previous Section 232 order for automobiles and parts, the Proclamation includes a planned import tariff offset program:

  • Manufacturers may use the offset to reduce Section 232 duties owed on truck parts.

  • A parallel offset program will be set up for engine manufacturers, based on the value of medium- and heavy-duty engines assembled in the United States.

 

Tariff Stacking Updates

Products subject to these new Section 232 duties will not also be charged Section 232 duties on steel, aluminum, copper, automobiles and parts, or lumber. Additionally, they will not be subject to reciprocal or IEEPA tariffs applied to Canada, Mexico, Brazil, or India.
