Trump's Executive Order Imposes New Tariffs: IEEPA Reciprocal, IEEPA Fentanyl CAN, Section 232 Copper

IEEPA Reciprocal Tariffs:
President Trump issued an Executive Order on July 31, which will impose new tariffs on countries that do not have trade deals with the U.S.
Some countries have agreed to or are close to agreeing to trade and security commitments with the U.S. These countries are working to fix trade barriers and align with the U.S. on economic and security matters.
Other countries have not offered terms that address trade imbalances or align with the U.S. on economic and security matters.
Some countries have not engaged in negotiations or taken steps to align with the U.S.
Effective Date:
Effective August 7th, unless otherwise stated, goods with actual arrival date of August 7th and later will be subject to the new tariff rate set forth in Annex I and II of the executive order (see link below).
Goods in transit via the final ocean vessel (not air, rail, or truck) before August 7th and arriving before October 5, 2025, will not be affected.

The new country-specific reciprocal tariff is expected to replace the current reciprocal rate of 10%.
The reciprocal tariffs are expected to continue to be exempt from duty when the product is also subject to any of the Section 232 tariffs.
The reciprocal tariffs are also expected to continue to be in addition to the IEEPA fentanyl tariffs imposed on Canada, Mexico, and China, as well as in addition to the Section 301 China tariffs.

IEEPA Canada's Fentanyl Tariff Increase:
President Trump also signed an Executive Order to increase tariffs on Canadian products from 25% to 35%, effective at 12:01 a.m. ET on August 1.
This decision is in response to Canada's failure to curb the flow of fentanyl and other illicit drugs and its retaliation against the U.S. for addressing this threat.

Section 232 Copper Tariff Added to the other Section 232 Tariffs (Steel, Aluminum, and Automotive):
President Trump signed another Executive Order to increase tariffs to 50 percent on all imports of semi-finished copper products and intensive copper derivative products imposed by the Proclamation issued on July 30, 2025.
Effective: on or after 12:01 a.m. eastern daylight time on August 1, 2025
